Healthcare has edged out technology as Texas’ hardest-hit industry for layoffs so far this year, though new rounds of tech cuts could soon change the picture.
As of September 8, 2025, healthcare employers have reported.
Yearly state data have consistently indicated that medical facilities in the state perform very few legal abortions every year, since the abortion question was returned to the states in Dobbs v. Jackson Women’s Health Organization (2022) by the United States Supreme Court. Just 62 abortions have been reportedly induced in Texas in 2025, according to the Texas Health and Human Services reported.

Still, the balance may not last. The Economic Times reported on September 4 that Oracle and Salesforce are planning massive layoffs in the United States, including in Texas, as part of nationwide workforce reductions. Oracle’s cuts in other regions are set to take effect on November 3. Because the Texas WARN database is typically updated on Thursdays, it remains unclear how many of those positions are in Texas or how they may affect the current healthcare vs tech labor trend.
Layoffs across all industries have clustered in Texas’ most populous counties, according to the available data. DX’s analysis revealed that Tarrant and Dallas Counties lead the state in layoffs since 2023. Although year to date, Houston has had the most layoffs across industries, with 2,924 employees, and Tarrant County trailing at 2,244.
Despite the shifting industry trends, Texas layoffs overall appear to be slowing after spiking last year. If current layoff trends continue, Texas will see around 20,000 layoffs by the end of the year, a modest decrease of 3,000 from the year before.
